A Jeepney Conductor is showing his "money holding" technique. 

Jeepneys are the most popular public transportation in the Philippines. 
This is a Jeepney Conductor and he makes sure that the Jeepney is full of passengers when it leaves. His technique is to repeatedly inform passengers “one more seat left and ready to go” although there are often plenty of seats available and the car is not ready to leave yet.  When the passengers need to exit, the Jeepney Conductor will tap on the handle bar in order to alert the driver to stop.  He also collects money and In this photo the conductor showed how he arranges his money from 100 peso bills to 20 peso bills.
